TA (revision of Household budget survey procedures)
The objective of this consultancy is to assist the INSTAT team in evaluating the current household survey data cleaning and editing procedures of the Albania Statistical Agency (INSTAT) and make recommendations on possible ways to improve them. The following tasks are being accomplished:
-to review the data entry programs currently used by INSTAT and identify weaknesses which need to be addressed in the data cleaning procedures. This will include a thorough revision of the range checks, automatic skips and consistency checks built-in into the data entry programs used by INSTAT and propose additional checks and corrections, if necessary;
-to train at least one local specialist on the methodology and use of SCIA, a software program developed by ISTAT to make imputations of household expenditure data, and prepare customized routines for the cleaning and editing of the 2000 HBS;
-to make recommendations on an implementation plan to further strengthen INSTAT's capacity to process large household surveys.
