Bank assignment for an ICstat expert: Post Agricultural
Census 2010, Montenegro.
The Statistical Office of Montenegro (MONSTAT) is implementing
the 2010 “Agricultural Census” following World
Bank guidelines. The
ICstat expert is expected to develop:
• Methodology for post census survey (quality control
and quality of data control),
• Questionnaire for the post census survey,
• Sample definition of the post census survey,
• Final report with short review of carried out
activities, conclusions, recommendations and prepared
documents. Results should show that error rate is within
reliable interval.
The work is performed in the framework of the Montenegro
Institutional Development and Agricultural Strengthening
Project (MIDAS). |

PROJECT
AWARDED IN ZAMBIA

to Statistics Programme for Zambia |
| |
ICstat
director, Giorgio D’Amore, is
the team leader of a Project Formulation
Mission to design a EU project for “Support
to Statistics in Zambia” awarded to
our company within FWC Lot 11. The main objective is
to support the Zambian policy makers to take decisions
on the basis of good quality statistics, in particular
in order to inform the National Development Plans in
all its phases.
The project will develop an enhanced capacity of the
National Statistics System to collect, process, analyse
and disseminate statistical information in a sustainable
and timely manner.The team is on the field starting
from the mid of March. |

empieza un nuevo proyecto en el Ecuador |
A
partir de marzo 2010, ICstat ha empezado un nuevo proyecto
“Misión de Asistencia Técnica Internacional
para la implementación de metodologías
e instrumentos para dar soporte al proceso de toma de
decisiones y seguimiento del Plan Nacional de Desarrollo
2009-2013 (SENPLADES)” junto a sus socios del
Contrato Marco EuropeAid Lote 11 en Quito. En particular
el experto de ICstat es el Jefe de Misión, en
un equipo de 4 expertos.
El objetivo de la misión es fortalecer la capacidad
institucional de la SEcretaria Nacional de PLAnificación
y DESarrollo para la toma de decisiones de política
pública, basada en el mejoramiento de los sistemas
de información y en la generación de instrumentos
integrados de seguimiento, evaluación y síntesis
de la información que interesa el Plan Nacional. |

Prof.
Giovanni Ferri participated at the ADB-BNM-EC Joint Conference
“Beyond the Global Crisis: A New Asian Growth Model?”
in Kuala Lumpur (Malaysia), 18-20 October 2009.
The intervention was based on his paper “The new
features of globalization and global finance after the
financial crisis and their implications for sustainable
growth in Europe and Asia” realized in the context
of an ICstat ASEM project. Likewise Dr. Daniela Storti
will intervene in the ASEM Conference “The Role
of Finance in Rural development: Experiences in Europe
and Asia” to be held on 10-11 December 2009, organized
in Shanghai by China Ministry of Finance and the European
Commission. Her paper is entitled “The European
experience in Financing Rural Development” |

Expanding
the horizon: project awarded in SAMOA |
An
ICstat
public finance management specialist
will relocate to Apia, Samoa. The starting date originally
scheduled for the end of October 2009, due to the last
tsunami, has been postponed to February 2010. The context
is a new awarded EU funded project: “Training
and Undertaking a Public Expenditure and Financial Accountability
(PEFA) Assessment for Samoa”, Request for Services
related to Framework Lot 11.
The project has the global objective to train Government
of Samoa officials on the PEFA assessment framework,
undertaking a PEFA assessment with a team of Government
officials and drafting a comprehensive “Public
Financial Management – Performance Report”
(PFM-PR) prepared according to the PEFA methodology.
This report should analyse progress achieved in strengthening
PFM systems and provide guidance on the priorities and
design of the next phase of the reform programme.

ICstat
in Kosovo - “Support in the preparation of Census
2011”  |
|
“Support
in the preparation of Census 2011” is the title
of a new project awarded to ICstat within FWC Lot 11.
The ICstat team leader is
on the field starting from the beginning of September
2009.
The project has the general objective of contributing
to strengthen the Kosovo statistical system in
implementing the Population and Housing Census 2011.
In particular, the aim of the project
activities
is:
- to design (including the drafting of Terms of Reference)
the project to be financed under the IPA 2008 programme
that will support SOK in the preparation and implementation
of the population census;
- to support SOK in defining communication and outreach
strategies for extending the participation of minority
communities in the census and in implementing a
series of preparatory activities as defined by the roadmap
for the population census.

Project
awarded in Moldova: health sector budget support programme

Starting
from mid September 2009 an ICstat expert
will be the Team Leader in
a EU funded project in Moldova, under the Framework
Contract Lot 11.
The mission of “Sector Policy Support Programme
(SPSP) review ENPI 2008” has the general objective
of analysing the accomplishment of Policy Matrix
(PM) stipulations and benchmarks for years 2008, 2009
and 2010 and advicing European Commission on payment
of the annual installments.
The consultant, a Public health specialist,
will assess changes in political, economic and health
environment that might affect implementation of the
health sector budget support programme, achievement
of target indicators and benchmarks, possible deviations
and their reasons.

expert in Sudan for a Mid Term Evaluation of the SENIS

“Sudan
EPA Negotiations and Implementation Support (SENIS)
Mid Term Evaluation of the Project” is the project
awarded in August 2009 by ICstat along with the Consortium
led by DFC within the Framework contract Lot 11: Macro
economy, Public finances and Regulatory aspects.
The global objective of the assignment is to carry out
a Mid-Term Review (MTR) of the SENIS project half way
through the implementation of the project.
ICstat expert is engaged in the review
of the actual performance of the project, in the assessment
of the capacity of the PMU of SENIS to implement envisaged
activities, in the review of the quality and impact
of the technical assistance to support the MoFT achieve
the objectives of SENIS and in the proposal of recommendations
on corrective actions.
The expert has already been in Juba to meet relevant
stakeholders of the Government of Southern Sudan.

ICstat
DATA MANAGER EXPERT IN SOUTH AFRICA |

“Technical Assistance to develop a learning management
system and database on all municipal training programmes
and outcomes specific to the MFMA implementation unit
needs” is the title of the new project funded
by the European Commission, in which ICstat is committed
under the Framework Contract, Lot 11 “Macro Economy,
Public Finance and Regulatory Aspects ".
The Municipal Finance Management Act (2003) (MFMA) contains
reforms to contribute to the South African Government’s
focus on improving financial management skills in the
public sector at the local level.
The overall objective is the development of an effective
tool to manage, map and track the comprehensive financial
management learning interventions, formal and informal.
Tool requirement is to cover all municipal officials
and to allow for statistics to be consolidated into
various levels of reporting. The ICstat expert will
be in charge of the development of the database that
will be implemented to support the learning management
system and the data capturing.

SERBIA:
GAP ASSESSMENT FOR DIS UNDER IPA |
In April 2009, an ICstat expert took on duty in Serbia
to perform as Internal Auditor in the project of “Technical
Assistance for Gap assessment for DIS under IPA”,
funded by the European Commission under the Framework
Contract, Lot 11 “Macro Economy, Public Finance
and Regulatory Aspects ".
The global objective is to enable the administration
of Serbia to take an active and effective role in
the preparation of financial co-operation programmes
and project financed by the EU, and in their technical
and financial implementation within the framework
of the Decentralised Implementation System (DIS).
The specific objectives are:
To support the Government of Serbia in obtaining the
conferral of management of powers under a Decentralised
Implementation System with ex-ante control for IPA
Components I and II by implementing Stage one of the
DIS Roadmap; the GAP assessment stage.
To determine to what extent the conditions for DIS
in Serbia are currently in place and to identify specific
actions, changes and improvements required.
The GAP assessment needs to point out the adequacy
of the system design at this stage and will generally
cover all authorities and bodies, as well as administrative
processes involved in the management and control system
for IPA Components I and II, as well as all preparatory
work performed in the setting of the system during
Stage 0 of the “Draft EC Roadmap to DIS for
IPA”.

ASEAN
(ICstat new project) |

“The
production of reliable and timely statistical data at
a regional level is a key priority for ASEAN. For this
purpose, the statistical capacity of the ASEAN Secretariat
(ASEC) needs to be strengthened and ASEAN needs to enhance
co-ordination among statistical offices of the ASEAN
member countries and between them and ASEC ” (source:
Eurostat)
ICstat
as part of an international consortium has been awarded
the 36 month project EU -ASEAN Statistical capacity
building programme EuropeAid/126954/C/SER/CAI starting
in February 2009. ICstat international experts are scheduled
to cover over 800 working days during the project.
The
programme will provide Technical Assistance to strengthen
the capacity of the ASEAN Secretariat and ASEAN Member
Countries (AMCs) in order to improve comparability of
official statistical data among AMCs, as well as between
ASEAN and the EU. The programme will encompass activities
to improve the production, compilation, analysis, dissemination
and use of better quality statistical data on international
merchandise trade (IMT) and relevant components of international
trade in services (ITS) and foreign direct investment
(FDI) and other Non Observed Economy (NOE), and selected
health and education statistics. The Programme will
also lay down the necessary foundation for the development
of Information and Communication Technology (ICT) and
forestry statistics within AMCs.
The
overall objective of the project is to support ASEAN
integration through more accurate and relevant statistics
which facilitate decision-making. Some specific objectives
of the programme are:
To strengthen the capacity of ASEAN Secretariat for
improved comparability of official statistical data
among AMCs as well as between ASEAN and the EU.
To improve production, compilation, dissemination and
use of better quality statistical data on international
merchandise trade (IMT) and relevant components of international
trade in services (ITS) and foreign direct investment

Association of South East Asian Nations (ASEAN) encompasses
10 South East Asian countries (503 million people and
a GDP of 656 billion € in 2002). It was established
in 1967 in Thailand with the
signature of the Bangkok declaration by the five original
member nations (Indonesia, Malaysia,
Philippines,
Singapore,
and Thailand).
Then other countries were admitted in 1984 (Brunei Darussalam), in 1995 (Vietnam),
in 1997 (Lao People's
Democratic Republic and Burma/Myanmar),
and at last in 1999 (Cambodia).

ICstat
est engagé dans un nouveau projet en Tunisie :
« Assistance technique pour le Suivi du programme
d’Appui à la Compétitivité
en Tunisie (PAC) » .
Le projet, financé par la Commission Européenne
dans le cadre du « Contrat-Cadre Bénéficiaire
- Lot 11 – Macroéconomie, Finance Publique
et aspect réglementaire », a été
planifié dans le domaine du PAC, Programme d’Appui
à la Compétitivité.
Le
PAC a comme objectif général le renforcement
de la compétitivité de l’économie
tunisienne pour favoriser son intégration dans
la Zone de Libre Echange avec l’Union Européenne
et son intégration dans l’économie
mondiale.
L’objectif
spécifique du programme est l’amélioration
des performances de l’Administration publique
qui s’articulera autours de deux grands annexes
: l’amélioration des performances de l’Administration,
via le développement de l’administration
électronique et la gestion de la qualité
dans les administrations ; la restructuration
et la dynamisation du secteur publique, via la libéralisation
de filières agro alimentaires, la restructuration/privatisation
d’entreprises publiques, et le développement
des partenariats publiques-privés (PPP).
L’expert
de l’ICstat, un ingénieur agronome, sera
engagé dans le volet de « Réformes
des filières agro-alimentaires » et
sera chargé de la restructuration et de l’assainissement
des offices concernés (Office des céréales,
Office national des huiles et Office du Commerce de
Tunisie) et de la libéralisation des activités
agro-alimentaires.
Le
projet, qui est sur le point de commencer, se déroulera
en Tunisie pour 24 mois. |

matéria de medidas dirigidas às pequenas
e médias empresas (PME) com vista a Internacionalização”
é o titulo da apresentação do ICstat
ao Seminário de lançamento do projeto
Start Export Programa de Apoio
a Inserção Internacional das PME’s
(PAIIPME) em Florianópolis,
Brasil, o dia 28 de Novembro de 2008.
O evento foi organizado da Federação das
Indústrias do Estado de Santa Catarina –
FIESC, através do Centro Internacional de Negócios
(CIN) com a contribuição da local Câmara
Italiana de Comércio e Indústria.
A iniciativa para o desenvolvimento do Start Export
surgiu através da participação
em um projeto de cooperação internacional
financiado pela Comissão Europeia com objetivo
de preparar e capacitar pequenas e médias empresas
locais para a atividade exportadora.
O especialista Leonardo Mazzoli participou
ao evento presenteando o estudo do ICstat
- elaborado também pelo mesmo diretor Giorgio
D’Amore - baseado na ilustração
das principais linhas de acção da “Carta
Europeia das Pequenas Empresas” elaborada na sequência
do Conselho Europeu de Lisboa de 2000 e em uma seleção
de boas práticas de precedentes projetos Europeus
e italianos de Apoio à internacionalização
das PME. |

partir de Septembre 2008, l’ICstat participe
au projet de coopération International financé
par la Commission Européenne : « Recrutement
de l’Unité d’appui et de l’assistance
technique à court terme pour le programme d’appui
au management de l’économie »
spécialement en relation au Volet 2 :
«Renforcement du Système National d’Information
Statistique (SNIS) - Office National des Statistiques»
.
L’expert de l’ICstat, le Professeur Guido
Ferrari, est responsable de l’appui à
la finalisation du dossier technique du recensement
économique et de conseil en matière
d’organisation de l’opération.
Les objectifs de l’action sont d’apporter
des conseils en matière d’organisation
du recensement économique (planification de
l’opération, coordination des structures
y participant, synchronisation avec l’amélioration
du répertoire) et d’appuyer l’ONS
à la finalisation du dossier technique (contenu
de chaque phase, organisation de la collecte et du
traitement de chaque phase, spécificités
sectorielles).
La première mission du Prof. Ferrari s’est
déroulée du 8 au 15 Octobre 2008 et
la deuxième est prévue pour la fin du
mois de Novembre. L’expert de l’ICstat
s’occupera de la planification des activités
jusqu’à la fin de l’année
et, à partir de Janvier 2009, il passera à
la phase d’implémentation.

“Asistencia
técnica Internacional para la evaluación,
diagnostico y formulación de Indicadores para
el establecimiento del Sistema Integrado de Indicadores
productivos, financieros y de comercio exterior
en el Ecuador” es el titulo del proyecto que ICstat
empezó en Septiembre 2008 en ECUADOR, junto a
sus socios del Contrato Marco EuropeAid/119860/C/SV/multi
Lote 11 - Macro Economía y finanzas públicas.
El
proyecto está financiado por la Comisión
Europea en el contexto del Programa DCI/ALA.
El objetivo general es “Participar al ordenamiento
de las políticas públicas del Estado ecuatoriano
dentro del marco del Plan Nacional de Desarrollo”.
El objetivo específico es proveer una asistencia
técnica a La Secretaría Nacional de Planificación
y Desarrollo (SENPLADES) con el objetivo de aportar
sustancialmente a la construcción del sistema
nacional de información integrado, desarrollando
indicadores en las áreas de Producción,
Financiera, Comercio Exterior Alerta Temprana y Análisis
Coyuntural.
En
el proyecto el ICstat fornece
el Jefe de Misión, Econométrico especialista
en métodos cuantitativos, estadística
aplicada y en formulación de sistemas informativos
para la toma de decisiones. Además fue contactado
un Técnico Local de Apoyo para ayudar la recopilación
de información local y/o de las instituciones
públicas nacionales, articular las relaciones
con las autoridades nacionales involucradas en el proceso.

A
partir du 13 Mars 2008 l’ICstat, à l’intérieur
du Consortium crée pour le « Contrat-cadre
Bénéficiaires – Lot 11 – Macro
Economie, Finance publique et aspects réglementaire
», s’est engagé dans un nouveau projet
dans les Etats membres de la CEMAC (Communauté
Economique et Monétaire de l’Afrique Centrale)
: « Etude sur les règles d’origine
dans les Etats membres de la CEMAC »
Le projet a été planifié dans le
cadre du PARAIC (Programme d’Appui à l’Intégration
Régionale en Afrique Centrale) et il est financé
par la Commission Européenne qui confirme son
intention de soutenir toutes les expériences
d’intégration régionale qui se basent
sur l’exemple de l’Union Européenne
et qui sont considérées comme des instruments
fondamentaux pour promouvoir la croissance économique
et la stabilité politique des Pays en voie de
développement.
Les bénéficiaires directs du projet sont
les six Etats-membres (Cameroun, Congo, Gabon, Guinée
Equatoriale, République Centrafricaine et Tchad)
de la Communauté Economique et Monétaire
de l'Afrique Centrale et, à travers eux, les
entreprises et les populations des Pays concernés.
L’objectif
global est de renforcer l’intégration économique
régionale par l’accroissement du commerce
intra-communautaire et d’améliorer la compétitivité
des entreprises, tandis que l’objectif spécifique
est de simplifier le mécanisme existant des règles
d’origine afin de faciliter la détermination
et le contrôle de l’origine des produits
CEMAC.
La mission, qui se développera jusqu’à
la moitié de Aout, sera conduite avec la participation
de deux experts. |

They
are worthy more than 700,000 euro the 4 EC Request for
Service awarded to ICstat consortium led by DFC Sa Spain
with the involvement of ICstat submitted experts whose
implementation is starting in January 2008.
ICstat share is around 70%, and other than a coordinator
and a desk officer in Rome headquarters, the projects
will see the mobilization of eight experts, most of
them already at the duty station by the time this notice
is published.
Following

A. Mauritania: (public finance expert)
“MISSION PEFA - Rapport sur les Performances”
L’objectif principal de cette mission est une
évaluation conjointe, un état des lieux
du système de gestion des finances publiques
en Mauritanie, sur la base des 31 indicateurs de haut
niveau du Cadre de Mesure de la Performance en Matière
de Gestion des Finances Publiques.
B. Fyrom: (full team of 3 experts)
“Technical Assistance to the Ministry of Finance
for the Estimation of the costs of the transferred competences
to Local Self Government Units”
The global objective is to assist the Ministry of Finance
to implement its fiscal decentralization successfully.
The specific objective is to estimate the cost of the
competences transferred to local self-government units
(LSGUs) with a view to improving the transfer systems
and formulas currently used to assign fiscal resources
to LSGUs.
C. CEMAC: (team leader and econometric
expert)
Communauté Economique et Monétaire
de l’Afrique Centrale
(Cameroun, Centrafrique, Congo, Gabon, Guinée
Equatoriale and Tchad)
“Elaboration du Programme Economique Régional
pour la CEMAC "PER/CEMAC”.
L’objectif général est d’élaborer
un programme économique (2008-2015), fédérateur
des actions de développement dans la sous-région
pour renforcer la construction de l’espace communautaire
en vue d’améliorer le niveau de vie des
populations. Plus spécifiquement, il s’agit
de fixer les axes stratégiques de développement
et d’identifier les actions prioritaires à
mettre en œuvre pour réaliser une croissance
forte, durable, diversifiée et partagée.

Burkina Faso: (2 experts)
Appui institutionnel au Ministère
de la Justice
L’assistance technique travaillera sous l’autorité
du Secrétaire Général du Ministère
de la Justice,
Président du Comité de pilotage du PC
PANRJ. Elle débutera, en principe le 11 février
2008 et prendra fin autour du 30 juin 2008. |

New Project (november 2007)
CROATIA - Technical assistance to the Central Bureau of
Statistics |
|
On August the 29th at the central Croatian Bureau of
Statistics (CBS) of Zagreb there was the official opening
of the EU funded project “Technical Assistance
to the Central Bureau of Statistics of the Republic
of Croatia in the adoption of the Aquis” worthy
over 1.5 million euro and lasting 17 months.
ICstat is carrying out the project, EuropAid/1231197/D/SER/HR,
as a partner of a Consortium leaded by Hulla and Co.
Human Dynamics KG (HDC) and including also Statistics
Sweden (Sweden), and Customize IT STHLM AB (Sweden).
The aim of the project is to provide technical assistance
to the CBS to analyze the production process of the
agricultural industry and the primary income generated
by it, with the formulation of appropriate rules and
methods.
The project is organized in 6 different components and
ICstat is directly in charge of the component : “Value
based agricultural statistics”. Mr Bruno Massoli
will act, on behalf of ICstat, as component manager
and
will be required to assess the present situation and
create the action plan for the production of Value Based
Agricultural Statistics. Furthermore he will support
the introduction and calculation of data needed in agriculture
for price indices, labor-force indicators and production
accounts.
“He
is going to be a very challenging engagement –
declared Mr. Massoli after his first visit to CBS .
While
strengthening the capacity of CBS in relation to its
internal organization the overall objective is to support
the Croatian accession process to the EU in providing
adequate statistical information for policy makers at
national and international level”. |
